This position is in the Office of the Secretary, Women's Bureau, Office of Information and Support Services. The Office plans and directs a wide-range of administrative and management services within the Women's Buureau to ensure the thorough effective management of resources; ensures that the Bureau remains a viable and efficient organization responsive to the changing policy and program needs of the Bureau. The Office is responsible for providing support providing support to the Office of the Director, program/management analysis, technology, and general administrative services. The Office plans and coordinates the information and publications programs of the Bureau; providing editorial review of all material prepared for publications by the Bureau; articulating and disseminating the priorities, policies and programs of the Women's Bureau and the Department of Labor through such media as the press, special events publications, and serving as central point for all Bureau outreach efforts.
The position is outside the bargaining unit.
This has no known promotion potential.
No relocation expenses will be paid.
KEY REQUIREMENTS:

DUTIES:
Supervises a staff of professional, technical, and clerical support personnel for the Women's Bureau information and support services function. This encompasses overseeing the following activities carried out on behalf of the Women's Bureau; all personnel, budget, technology, procurement functions, and other administrative issues, as well as outreach activities including; planning and developing information and publications; collection and dissemination of information through the media, special events, and technology, including the Web site. Additionally, the incumbent is the Bureau's Freedom of Information Act (FOIA) Disclosure Officer.
Incumbent uses extensive knowledge of working on women issues, executive branch initiatives, the Secretary's and Bureau's strategic goals, as well as, the activities, plans, and procedures of all components of the Department to ensure positive coordination of the Bureau's various programs. Incumbent plans the work of the office, schedules projects and activities, establishes priorities, and discusses goals and objectives with staff with regard to their particular assignments. Makes initial assignments to staff and reviews assignments at appropriate stages and upon completion. Makes decisions on work problems presented by staff. Makes selections for vacant positions, and approves promotions, and reassignments of staff. Advises Senior Management Team on problems that may impact projects.
Establishes criteria and develops staff performance standards. Evaluates the work of staff for technical soundness and adequacy in terms of intended use, conformance with established policy, and for complete and adequate coverage of important and significant issues. Evaluates employee development and makes recommendations regarding the training, professional and career development of each staff member. Establishes procedures necessary for the smooth flow of work and maintains the efficient functioning of the work assignments. Is responsible for assuring the EEO goals and policies are met within the organization and that his/her performance as a supervisor and member of the management staff fully supports the goals throughout the Bureau.
Leads and directs the planning, development, implementation, and evaluation of a wide-range of Bureau management (including project performance and budget integration and contract administration) projects, and administrative policies; analyzes and evaluates program operations and management and organizational efficiency; and, ensures that management policies and operational processes balance resource considerations and priorities to optimize the Bureau's ability to accomplish its mission.
Serves as expert counsel and advisor to the Director and Senior Management Team on a broad range of highly sensitive issues such as, management, personnel and technical matters, and communication issues that have Bureau or Department-wide implications.
Leads and directs Bureau efforts to improve its management and administrative policies, and procedures and practices to ensure the efficient and economical administration of Bureau-wide operations. In such capacity, incumbent analyzes and evaluates on a qualitative and quantitative basis, the integration and effectiveness of administrative policies and administrative support operations in meeting the Bureau's goals and objectives at both Regional and National Office locations.
Leads and directs efforts of the staff to develop and/or update work plans and examines progress towards the accomplishment of Bureau objectives, and directs and coordinates the development of assessment instruments and Agency Performance Measures at both the National Office and Regional Office levels.
Coordinates the preparation of program documents, procurement and contract services, proposals, reports, and memoranda for the Director and National Office Coordinator which either cross organizational lines or do not fall within the functional province of any one Bureau office.
Institutes correspondence policy procedures, and practices throughout the Bureau. Oversees the distribution clearance and follow through of WB Correspondence including Executive Secretariat. Incumbent leads and directs the planning and coordination of all Bureau public outreach efforts, information and publications programs. Supervises the editorial review of all materials prepared for all publication. Incumbent uses comprehensive knowledge of the activities, plans, and procedures of all components of the Department to ensure a positive coordination of the Bureau's various programs.
Incumbent oversees Bureau services and functions with respect to agency technology, and works closely with DOL Information Resource Management unit to ensure Bureau services and technology are efficient and comparable to those of other agencies.
As directed, speaks, acts, and/or represents the Director and Senior Management Team on administrative issues in contacts with the principal staff within the Department, other top-level officials in Executive Branch agencies, and Congress, State and local government officials, and public and special interest groups. Contacts may involve significant or controversial issues, or cut across top level jurisdictional lines. Incumbent exercises discretion, tact, and diplomacy in this representation function, since policy matters and cross-cutting issues are often involved.
This position has full authority and overall responsibility for the Office of Information and Support Services and its workforce. Incumbent supervises employees ranging from entry level clerical positions to GS-13 senior technical and professional staff.
QUALIFICATIONS REQUIRED:
The Group Coverage Qualifications Standards for 343 series as published by the Office of Personnel Management in the Qualifications Standards for General Schedule positions apply.
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service.
Specialized experience is experience in or related to the position for which you are applying which has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as extensive knowledge and experience of the executive branch activities, strategic planning and goal setting to plan, develop and coordinate the Agencies operating plan and administration operations plan. Possess working knowledge of working women issues. As well as, direct experience leading, planning, development, implementation, and evaluation of wide range of budget integration and contract administration.
